Trump Administration Revokes Harvard’s Authority to Enroll International Students, Triggering Legal Fight and Global Backlash

In a sweeping move that threatens to redefine Harvard University’s global footprint, the Trump administration has barred Harvard from enrolling international students, igniting a fierce legal and political firestorm. The unexpected announcement came Thursday from Homeland Security Secretary Kristi Noem, who notified the university that its longstanding permission to admit international students was officially revoked.

The news broke just minutes after Harvard’s International Office congratulated graduating seniors at the Kennedy School of Government—a program where nearly 59% of students are international. Staff praised students for navigating recent turbulence. But celebration quickly gave way to shock as alerts flooded their phones: a key component of the university’s identity was under immediate threat.

“There are so many students from all over the world who came to Harvard to make it a better place and to change America and change their home countries for the better,” said Karl Molden, a sophomore from Vienna. “Now it’s all at risk of falling apart, which is breaking my heart.”

The ban comes amid growing tension between Harvard and the federal government. Since Harvard President Alan M. Garber refused to comply with administration demands to change its hiring, admissions, and academic policies, the Trump administration has taken increasingly aggressive steps, including a $2 billion research funding freeze—a move that has already disrupted major projects and academic programs.

In response, Harvard has filed a high-profile lawsuit against the Trump administration in federal court in Boston, seeking to overturn what it calls a politically motivated assault on higher education. But with Thursday’s announcement, the stakes have risen dramatically.

Harvard’s international students—numbering over 6,800 and representing more than a quarter of the university’s total enrollment—now face an uncertain future. The ripple effect would be profound, particularly at graduate-level institutions like the T.H. Chan School of Public Health, where 40% of students are international, and Harvard Business School, with an international enrollment of 35%.

The Harvard global education impact is at risk. Scholars warn that stripping away international enrollment undermines not only diversity, but also innovation, global research collaboration, and diplomatic goodwill.

“This isn’t just an immigration issue. It’s a direct blow to American leadership in global education,” said a Kennedy School professor who requested anonymity due to ongoing legal proceedings.

Critics have labeled the policy part of a broader pattern of retaliation by the Trump administration toward academic institutions that push back. Harvard, known for its defense of academic freedom, finds itself at the epicenter of a high-stakes battle over the future of U.S. higher education.

As Harvard mounts its defense in court, faculty and students worldwide are watching closely. The outcome will not only shape the future of Harvard’s international student enrollment, but also send a message about whether U.S. universities remain open to the world—or retreat behind political lines.
